Registration of .RS and .СРБ domains without a JMBG

19/10/2015

As of 19th October it is now possible to register .RS and .СРБ domains without giving the JMBG (citizen’s ID number) of the registrant (domain user), or the administrative or technical contact, which was previously compulsory. This is the result of changes to the general terms and conditions for the registration of national Internet domain names, approved at the session of the Conference of Co-founders of the Serbian National Internet Domain Name Registry Foundation (RNIDS) held 19th September.

Existing JMBGs will remain in the database but users will be able to remove them. Users who want to can still give their JMBG along with the other domain registration data, which might be helpful in establishing their identity if, for example, they want to transfer ownership of the domain to someone else.

This change to the registration rules was made at the initiative of and in cooperatino with the  Commissioner for Information of Public Importance and Personal Data Protection, who published his own  press release (Serbian only) in connection with this decision.

RNIDS takes particular care to protect personal data and, accordingly, steps were taken to review the files in the Central Data File Register maintained by the Commissioner in accordance with the Law on Personal Data Protection.

The Commissioner’s department took particular interest in these proceedings owing to the size of RNIDS’ database of domains and the number of contacts it contains. Special attention was given to the processing of JMBG data and of historical domain contact data. RNIDS took on the obligation to research and present to the Commissioner’s department the experiences of other national registries regarding the handling of personal data. This analysis was conducted in cooperation with the secretariat of the Council of European National Top-Level Domain Registries (CENTR), with 25 European registries taking part in a survey.

Based on the results of this survey and the best practice of European registries, internal analyses and additional consultations with the Commissioner’s department, RNIDS set about amending the general terms and conditions for the registration of national Internet domain names, removing the obligation to supply a JMBG in the process of registering a national domain. As regards the issue of processing historical domain registration data, these will be stored for 10 years after the last change, after which they will be anonymised and used for statistical purposes.
